Tick every form that applies. A PDF counts as editable only if its text copies out cleanly and in the right order, which an OCR layer often will not; I check that on inspection and confirm the basis in the Quotation. Where the material is mixed, this estimate applies the surcharge to the whole of it; when I quote, it is applied only to the part that is not editable.

Final version

Names and terminology

Persian names admit several defensible romanizations, and the receiving authority compares the translation against a passport or identity document, and a mismatch causes rejection. Where a spelling is fixed by an identity document, give it exactly as that document has it.
